If this is real then it’s probably nothing more than a draft at the moment, not to mention that it will still take a fair amount of time to come into effect. In my opinion it is incorrectly tagged which will potentially create even more delays as I am sure that the NCOP would have something to say about this being proposed as a s75 bill.
